Time Scale Personal Up-Gradation Clarification
In continuation of this Department’s Clarification bearing No.FD.PC.40-80/2015 (115/19) dated 03.09.2019, it is clarified that:
Time Scale for those who availed upgradation prior to 01-02-2019
Those incumbents of the stagnant post in BS-16 and above who have availed up-gradation prior to 01.02.2019 may avail of 2nd step of Time Scale Personal Up-gradation (TSPU) from the date of completion of 20 years of regular service or 01.02.2019 whichever is later in terms of Finance Department’s Notification No.FD.PC.40-12/2017 dated 19.04.2019 read with Notifications/clarifications dated 10.07.2019, 26.07.2019, 03.09.2019, 07.10.2019, 03.02.2020 and 16.06.2020.
Financial Benefits
However, financial benefits would be admissible from the date of issuance of this clarification. No arrears would be admissible prior to the issuance of this clarification and only the benefit of notional fixation from the date of completion of 20 years of regular service or 01.02.2019 whichever is later would be allowed. In such cases clarification bearing No.FD.PC.40-80/2015 (115/19) dated 03.09.2019 would not be applicable.
4 Tier Service Structure
Those, who were allowed a 4-Tier Service Structure after the date of admissibility of TSPU, may avail of 1 or 2 steps of TSPU keeping in view the length of service if eligible for TSPU before the date of introduction of the 4-tier service structure in terms of Finance Department’s Notification No.FD.PC.40-12/2017 dated 19.04.2019 read with Notifications/clarifications dated 07.2019, 26.07.2019, 03.09.2019, 07.10.2019, 03.02.2020 and 16.06.2020.
